What factors contribute to the success/failure of institutional repositories in art colleges

These are two questions I answered (draft form) as part of Marta Bustillo first round of the Delphi study on institutional repositories in art colleges, or in art departments within larger institutions. The questions are deliberately open, in order to elicit a wide variety of responses.

Institutional support for grassroots innovation to support sustainable growth and participation.
Policy change, CC licensing, IPR etc
Cultural change (bottom up grassroots support and champions)
Web 2.0 use for repositories
Agile environments
Openness as standard
Combined funded support and in-house funding
In-house development
In-house social media platforms as primary repositories, commercial as secondary

2-What factors contribute to the failure of institutional repositories in art colleges, or in art departments within larger institutions?

Expensive repositories systems, too expensive to maintain and adapt, unsustainable.
Non institutional adoption of open or policy change, CC licensing, IPR etc
No social media use
No grassroots support for innovation
Formal spaces only
Project funding ending without sustainability or long term plans being properly considered
Single or repositories that rely on few administrators to deposit resources
Closed systems
Commercial social media environments acting as primary/unofficial repositories   
No OEP community
